Are Banner or Display Ad CHEAPER than Search Ad?

I wish to promote CPA gaming offer, but CPC price of google/Bing ads(search) is too high, so i looking to explore display ads for promoting gaming offers. Are display ads cheaper than search ads?

And which are the cheapest display/banner ads network that i cud use for promoting gaming offers?

My CPA payout is $4.

Depends, $4 where? Tier 1, Tier 2,

The CPM price is less but the CTR price matters a lot too.
Maybe, you can try CPC banners or native --then it is a matter of the offer's conversion rate (to a payout sale for you).

I get paid $4 for SOI - tier 1 countries, right now i am getting 7% conversion rate with search ads, but still unable to make an ROI(due to high CPC of search traffic), thus, i am unable to figure out which other advertisement network shud i target...banner/pop/or maybe something else?
