All of my Privacy Policy, Cookies, ETC are listed on the home page as a pop up at the footer. I cannot add my business because it's requesting Url's I don't have.

Pop ups are not an acceptable practice for disclosures. They are not considered "an obvious display" of the links to those pages. Disclosures must have their own page(s) and the links must be made immediately available on the homepage.

Content of pages can be changed on the fly, so in my opinion it really makes no difference—other than that older HTTP/1.1 and some HTTP/2 bots cannot read the JavaScript modals containing these required notification contents.
