What's The Thin Line Between Incentive & Motivational Traffic?

Most of the offers on CPA Networks forbid Incent Traffic. One of the biggest temptations that could literally make or break the campaign.

So how to avoid Incentive Traffic? Or Is motivational traffic another name for Incentive Traffic? Are they one and the same?

For example, a creative showing a picture of a celebrity or a billionaire or some other tv figure WITHOUT offering any money / offer / gift card? Would that be Incentive Traffic as well?

Incentive by definition (in a CPA context,) is a payment in money or in kind for a transaction (payment, signup, trial subscription, or other CPA commission event)

So your example is not what is meant by incentive.
