Topoffers in Bangladesh

Hello guys, My name is Rakhib & I'm a Bangladeshi affiliate.
we are unable to work with topoffers.
Top offers don't allow Bangladeshi affiliate.
I know some affiliate of Bangladesh are really worst but not all.
What can we do. Are we permanently banned from topoffers?
