In the CPA, CPL, pop-up, video, social channels, etc., we have long known we first need to find a few sets, or models, of the angles, hooks, triggers, and media combinations that produce results and then scale them up. It's the ad team that does this. Once they have scalable sets, they then turn it over to the media buyer(s) to find the proper channels by testing them and then they scale up the funnels.
