How do i set up a landing page on blogger?

Are you working with the html code? Or the image?
If it's the code, go to Theme then click Edit html. ONLY DO THIS IF that's all that's going to be on that site. Otherwise, you'll replace the whole site/blog with that as a theme. If it's a brand new site, you may have to pick any old theme just to set it up then delete the html that's there and replace it with your landing page code.
If you're just using one page as a lander, use a page, not a post.
