You are confusing Alexa with Google. With Alexa, user need to have the toolbar, with Google, PR has nothing to do with toobar.

Yes, the PR update had quite a lot of error... I think it will be corrected in future. YouTube should be at least PR9

YouTube - Broadcast Yourself. is now showing at PR8 on my Google toolbar, so it must have been corrected.
