Unless you have a merchant account with an Acquiring bank you cant do anything with just a payment gateway.
The term Payment gateway is misused a lot in the payments world as a Turnkey Payment processing solution.
Credit card payment processing or any other mode of payments processing solution differ from business to business depending on the risk involved for the acquirer, like Chargebacks and refunds.
Most of the mainstream online businesses with minimal risk are easy to place with most banks, but Online businesses with higher risk of Chargebacks and refunds require a special solution called a High risk Merchant account.

A payment gateway is actually technology used to safely and securely authorize credit card payments sent from online stores. You should be signed up to a payment processor/acquiring bank. That processor/bank will be connected to a payment gateway so you can accept payment information from customers online.

Buyer goes to Payment Gateway website (where you have an account) and pays you (using card / bank accnt).

- consumer => seller=> cart => form input checked and recorded by merchant ==> to GATEWAY (like middleware) ===>
- payment processor =>visa-net=>
- card issuing bank OK => payment to processor => payment to merchant's bank (after settlement period 48hrs?) --OR-- card issuing bank DECLINE => visa-net=> decline to processor => decline to merchant
