We have agreements with large data-centers, which are parsing such kind of information to us. It is a common practice for networks with any kind of specific user targeting.

We don't have the OS targetting at the moment, but we are working on it.
As for other targeting options, you can target GEO not only on the country level but on the city one as well. You can target carriers of mobile devices, specific keywords, desktop OS and browsers as well. For the US we have extra options like age, education, income, ethnicity and the region's peculiarities.
