Well, $40 is pretty low budget to start with. Still VAS (mobile subscriptions) can really be a good option for newbie, if you target tier-3 countries where traffic is pretty cheap, and conversion ratio is usually higher than in tier-2 and tier-1.

Hey dude, i'll suggest you to ask you to gather some more money, and come back to start with more back-up, cause really, your budget is really low , and i know you will have to do good tests before running the initial campaign, and the actual budget you have is not even up to run tests. Gather some more money before coming back.
