Why not just pay a salary to sales reps that know what they are doing at that level?

yes definitely sales reps on a salary are part of the sales flow, but we'd like to explore an affiliate program as a lead generation step effectively

Buying ad placement on SEO and marketing websites maybe.
Finding qualified affiliates to generate leads at that level of customers I think would be rather difficult.
Trade shows generate leads and create brand awareness.
