How to scale traffic to lockers without getting banned?

You will need to be more specific than that. If you are getting banes then you have a flaw in your funnel(s) that is causing the bans. When a company bans you, they email a reason. What reason are they giving you.
Here's a thought, generally bans come from violating the policies of either the traffic source or the brand you are promoting. Where are you violating the terms of the companies you are doing business with?
