What is your best way to create responsive websites for mobile?

I have been using dreamweaver and am having a hard time to make this responsive.

Anyone have suggestions or tips on what you use?

Use adobe muse instead it is very easy to use and it gives you options for desktop, tablet , phone

Artisteer is a great program to build anything responsive. It will output to many formats as this image demonstrates:

Isn't Muse an online subscription based application? You never own it and must have an internet connection to use it?

It's monthly subscription, comes with i month trial and you download the app so you do not need internet to use it

what about wordpress and then just using wptouch themes.

you can use all those but speed load times is of MOST importance and all those pre - made guys mostly
will not load as fast you need them to. You page should load lees than a minute (seconds)
