Help me Please , it's regarding Google Penguin Update

Recently THe Google Update has taken place and almost everyone of us would have heard about its consequences.
I wanted to know , is excessive directory submission (i.e. 50 Directory submission) harmful for the site's health and Ranking in terms of Google's point of view?

We all are aware the penguin update, but lets do some discussions over here to overcome this update. The penguin update consist,
over-optimization: this includes bulk link building, so do not repeat the process again of buying links and avoid link farming.
Keyword Stuffing: it includes excess in number of keywords in your page title and in the content. avoid the keywords which are repeating the words.
for example as just write web development company pune instead of web development company | web development company pune.
Anchor text: when you are writing anchor text make sure instead of putting the exact keyword there you need to put a broad keyword.
