If you are planning to place a banner on someone's website, you should contact him and agree on business model that works better for both of you. You definitely need to pay for the spot where you place the ad, and the price depends on the amount of traffic you can get there, on a size of your ad, it's type, GEO of your targeted audience, and much more.

In general, you can get a "flat deal" which means you'd buy the whole bunch of traffic from a certain website. It would be mixed (different GEOs, mobile and desktop, etc.), and most of the times affiliates prefer to not work this way, because they want to pay for a particular type of traffic they need. So, you can pay by CPC (per each click on your ad), or CPM (per 1000 impressions). This is more efficient - gives you control over your budget and the traffic you get.
