Do you bid high or low on new offers?

So far I have been bidding low and my impression is that low bid traffic does not convert. Is it so?
I am using propellarAds and PopAds for new geos offers.

I always bid high and buy as much traffic as I can over a 3 to 5 day period, depending on the offer and type of campaign. I want to find the market, learn the responsiveness of the traffic, and the interest in the offer. Once I can confirm these as successful components that can earn, then I tweak and scale!
