A good insurance affiliate with 2 tier payment system?

Hey guys does anyone know of a good insurance affiliate program that has a 2tier payment system?

I would recommend Hometown Quotes. I do not think they have a two tier system however they have an in house program and one on Share a Sale. The AM is amazing and he runs a tight ship without adware so your leads are protected.

Yes I hear good things about HomeTown Quotes too. I know of lots of insurance programs, but not sure if any are 2 tier. Since insurance programs are typically pay per lead, not sure they'd do a 2 tier.

Hometownquotes is a quality program, but it does not pay for recruiting affiliates.

InsureMe pays a bonus if a recruited affiliate produces up to their "gold" level. It is my main sponsor, and it's killing me to follow the rules and leave out my affiliate link.
