Exact Match & Phrase Match Testing

I would like to test the ROI on Exact Match vs Phrase Match but I don't know exactly how it is viewed. Here is my example below using the keyword scotch stapler because it was the first thing I saw on my desk.

Exact Match in Adgroup1: [buy scotch stapler]
Phrase Match in Adgroup2: "scotch stapler" (with proper negative keywords such as "free" "win" etc.)

Questions:

I can't imagine having two ads show up, but will the Exact Match ad always be the one to show instead of the phrase match?

How do the search engines view this? Do they frown up on this at all since both ads could have potentially been shown?

Is this the proper way to test them?

My goal is to find out how much additional traffic I will receive and whether or not the additional traffic will convert for me or not using phrase match.
