Where would you go to hire someone to help me track properly on Voluum? I tried upwork and couldn't find a good person to hire to help me setup the tracking because of the thickness of their accent. Where would you go to hire someone?

Yes I'm familiar with all of the basics. I just don't know how to use custom parameters and how to add them to aweber and I'm also not familiar with how it all works. In theory I do, in reality there are just a few missing pieces for me I need explained.
