I would suggest you get a book and start learning by trial and error; that's how I did it.

SitePoint has some decent books and online courses as well: SitePoint – Learn HTML, CSS, JavaScript, PHP, Ruby & Responsive Design
Lynda.com. It's 24/month but you can cancel any time. They have enabled me HTML, CSS, PHP, and Jquery from home.

Furthermore, after strart learning the basics, in case you want to setup a development environment on your computer so as to start building your own website you can do so by following this: XAMPP Tutorial: How to Use XAMPP to Run Your Own Web Server.. Secondly, if you need a good code/text editor, you can choose a free one like this: A hackable text editor for the 21st Century
