    A sanction from Google is reflected in a negative impact on the search ranking of a website because it does not comply with the updates of Google algorithms and / or manual review.

    The penalty can be a byproduct of an algorithm update or an intentional penalty at the hands of the negative SEO / Black Hat SEO.

    If we are not following the Google algorithm, it gives penalty which means it pull down your website rank on the search engine result page.

    If you generate too many backlinks per day - Google will understand that is not organic and lower your website positions. It can be forever or in a few months.

    - Google penalties are very similar to sports penalties. At their core, they're designed to punish websites that have done something wrong. These penalties aren't always handed out manually, and they may impact websites built by those who had no idea what they did wrong, but they can still greatly impact a site's performance in search results—and beyond.

    Google defines some algorithms and rules with the passage of time they will update the previous algorithms and also launch some new updates if any website does not fulfill all the requirement of that algorithm then google penalize that website and decrease ranking.

    There are a number of things you can do to protect against negative SEO:

    1) Configure Google Webmaster Tools Email Alerts. This will mean you'll get alerted when your site is attacked by malware, having server problems, big traffic changes etc
    2) Ensure that your site logins are secure, consider setting up two-step authentication
    3) Be sure to keep an eye on your backlinks, Ahrefs is a great tool to help you do this

    4) Monitor social media to make sure there are no fake accounts using your company name/URL, a tool like #1 Social Mentions Search – Free Real-Time Monitoring will help you do this
    5) Keep an eye out for duplicate content, Copyscape is a great tool for this

    Search engine sanctions (filters) are a kind of punishment for noncompliance with laws or regulations. For example, Google has its own set of rules, violators of which are punished. In this case, the arguments "Sorry, I did not know, prepare to fix" do not work. In order not to fall under Google’s sanctions, you should, first of all, optimize your website on technical and SEO parameters.

    Filtration (imposition of sanctions) is manual and automatic.

    With manual filtering, you get a “letter of happiness” (the notification comes in the Webmaster panel).
    With automatic, you notice that the traffic has drastically decreased, the pages are no longer indexed, and the site from the TOP of the issue has moved to the 259th Google search page.

    Google -- corporate bullies ...
    It's only fair to say that Google is also reacting (albeit heavy-handedly) to websites trying to game them constantly with web spam or web scams.
    Double edged sword.

    Google is punishing some techniques that are against their TOS, and if your website was using it as the core of the backlinking process you might get a penalty from theirs. It's mostly deindexing your website from their search engine. Sometimes you might be able to recover your position after ticketing them, but mostly penalties are almost permanent, they are very strict about them currently.
