Honestly i don't think anyone can tell you something clear about this, considering that the budget really depends on what you are doing exactly, so gather the more as you can, but if you are intending to promote some mobile offers, then like $500 will be good for a decent start!

It really depends on the niche and vertical are you planning to work with. For example native will require much more investments then mobile content. However, if you are planning to start with something simple, I would also say in a range $500-1000.
