LINUX unless you have some special application needs that require a Windows platform.
I have had good luck with unmanaged Ubuntu LTS distributions but they need to be rebuilt ever few years as updating has become an issue.
I built a new server last week
Operating System: Ubuntu 23.04
Kernel: Linux 6.2.0-39-generic

I had issues with uptime and slow support on shared plans, so I switched to VPS with flexible resource scaling and noticed way better performance, especially during traffic spikes.
