You can test cheaply on PopAds or PropellerAds, both have low minimum deposits.
But VPN offers get hammered with fraud checks, so if you're running multiple campaigns or testing different landing pages, use something like AdsPower to keep each test environment isolated. Helps avoid your campaigns getting mixed up or flagged. Just my 2 cents.
