Transcribing tool?

Hey guys? do you know any transcribing tool that really works? To make subtitles on videos? If you use one, can you recommend me a good one? Thanks.

You could try hiring on oDesk if not i've done it before.

I do not think there is such tool what will generate you meaningful texts from video or audio...
