My question is: if someone don't have money to invest it on the net ,what you suggest to him to enter in affiliate world (especially promoting cpa offers ) .

If you don't have the money to invest then you aren't really ready. I recommend working hard to build up some money you can invest into affiliate marketing that won't really hurt you if you lose it. I lose money all the time on my affiliate marketing campaigns, but I consider it an investment and with investments you aren't guaranteed a positive return. The benefit I see with affiliate marketing campaigns is that if you know what you're doing you can leverage your experience and you're more likely to see a positive return, you can scale that return, and it's usually a higher ROI than other investments
