question on lead generation?

I am looking at a Peerfly, $50 MacDonalds coupon for a single email.
$50 McDonalds Arch Card - SOI (US) (40561)
but then down below it says this:

*Participation and purchases required. See details.
Important: Read and follow ALL listed offer restrictions or risk non payment for leads delivered!
Conversion Point: Finish signup form - Single opt in

So is it a purchase or an email I need?

Because if its an email they want, than this is right for me, I think.

I am thinking the MacDonalds offer
Propellar Ads for traffic
PureLander for a pre-lander.
(MacDonalds has a pretty slick looking lander, people may just leave if they see that. So I probably need to find something they won't just leave when they see it.)

Anything wrong with this so far - I am brand new - never ran ads using pop traffic before

If the strategy seems solid, then what traffic should I use.

I know to use "Onclick" but what about user activity. below are the options.
All
High
Medium
Low

How do they determine user activity?
Does that mean the user posts on Facebook a lot, or they play a lot of video games, or does it mean they are searching the internet. OR all of those things.

Propellar Ads says it is about CTR - so I guess they are surfing from their phones but how do they know what they click and don't click.
Or is it that people who use their phones a lot are more comfortable with the interface and are not as likely to get spooked if someone offers them a free hamburger

THank you
