PPD for Streaming Movies Site

Hi there I want to launch in the next days a streaming movies site. Site will be as ´´legal´´ as can be. It will be offshore hosted and I won´t host any movies , only links to the movies! Will have also a legal section stating this.

My question what ppd network or incentive network will allow this or will be interested in working with me?

dont forget you will have to register your domain with an offshore domain provider as well. And I wouldnt use a US address under the WHOIS

Are you actually hosting any illegal content or linking to it?

This is where the line becomes quite blurry, not many networks will accept this kind of traffic.
