Is it Ok to run desktop offers on propellar ads or pop ads etc.? Are these not going to be blocked by popup blockers? Please guide where do you run your desktop offers?

yes they have desktop traffic also .
also some affiliates they know how to bypass adblockers

you can run with pop traffic also so and give it a shoot , and post your results here so we can follow along with you .

In your case, you should look for ad networks, who have in-home/3rd party anti-adblocking solution.
