I read the resources here and how the traffic networks say their clients spend $$$ on cpc traffic and make huge Roi...

Is there any network that can promote offers on a performance base for cpl ?

I'm looking at push notifications networks, nativesAds networks or similar that can prove that their traffic converts and will take the offers and upload it and promote it for performance based revenue


I mean if these networks make such huge Roi for their advertises on cpc why don't they move to cpl and get paid more!
