Peerfly and CPAtrend

Hi guys,so on affpaying those networks are said to be closed,there are also a lot of videos about peerfly closing etc,but at the same time you can still register there now.So where is the truth ?

Also there is a network called DollarUpload.I can't fine any info about it apart from Affpaying.There are a lot of positive short reviews there about it,can they be trusted or they are mostly fake?
