Build a website around the niche your book is targeting.
1. Assemble 25 marketers that have IM product development and marketing experience.
2. Collect he reviews with the appropriate permissions for marketing purposes.
3. Ask for a complete honest opinion and recommendations for improvement.
4. Refine the product and return to the original reviewers for updated reviews.
5. When you have a product at this stage, you will then need to set up a sales funnel.
If you are thinking of using JV's to market for you, on average, they are going to want to know you have some level of authority in the niche your eBook is representing. If you have not established yourself as an authority in your books niche, then this may fall flat from the beginning.
I would also suggest looking into Click Bank. Personally, I do not have much experience with Click Bank, but from what I understand marketers promote your eBook / Service / Product for a cut of the earnings from sales.
