Need Help Creating an Affiliate Network!

Does anyone know how to start doing something like this. I have looked through the forums, but I have not really had any solid details on how I could go about starting my own affiliate network.

Also could you start an affiliate network from another affiliate network, example: use their offers, but just lower the pay out a little? Not too sure on how you could go about that.

there are a lot of scripts that can Do that
any ways the famous one is cake like what clickdealer is using .
about offers u can get them via API from other networks , or direct from the advertiser that's all what i know so far
