I have used some like Plugrush,Popcash.

Popcash is 70% bots and garbage --after filtering that traffic on BOTH their platform AND my server and api filters --the traffic that got to the 'offer' cost ~$20-$45 /1000 or 0.20 to 0.45 per visit --with NO Conversions!

The offer sucked or the traffic 'quality(interest level or other reason)' sucked.
