Check their terms. Many networks don't allow refunds on deposits, but you know this when you sign up and agree to their terms.

Advertising sellers don't guarantee anything -- your money is usually at risk.
If you have some substantive claim about the quality of the traffic; fraud of some sort or the traffic being not what was asked for; [GEO, time, quantity, some other offered sorting] --you need to make a verifiable (documented) claim.

Regardless of any terms; the sale has to fit the parameters of what was sold you --otherwise that business is a sleaze.
But just saying ''not suitable'' is not a valid claim to even be considered as part of a fair business practice policy IMHO.
