How you signup in networks (as company or individual)

My question here is how you signup in traffic networks like ZeroPark, as individual or company? Because If we signup in ZP as individual, they must charge 23% VAT if we are from Europe and work as individuals.

if you are not a legal company than you cannot sign up as a company. seems pretty straightforward

Yes, yes I understand... But ZP charge me 23% VAT on buying traffic. This is a lot. How to avoid this?

Are you buying traffic from the networks or running campaigns?
In the first case, I think the price incudes VAT, there is some international agreement.
In the second, the network requires a proof of your company registration, and will add the VAT to your invoice.
Of course, proof of registration is needed as otherwise everybody could claim the extra VAT money and cash it in..
