The same way you used to run newspaper ads: you reach a broad market where 97% of the ad viewers have no interest in what you are advertising. The difference is;

• back in dinosaur days you turned the page
• today the ad is blocked by a browser or immediately exited by the user

Answer is (probably if you can figure out how to):

• Buy lots of ads (10's [or hundreds] of 1000's) and hope for the best
• Use relevant website locations and productive locations for better results
• Try not to use blind referring sources

Test a ton of offers.

Find the profitable segments of traffic and blacklist the rest.
