How to Make PPV Work?

This is my first shot at PPV and i'm using Traffic Vance/Propel Media.

I have tested about 10 offers from Maxbounty ranging from email submits, coupons and health. I've had conversions but the ROI is poor. From my limited experience I can get high volume of traffic for low CPA offers and low volume of traffic from high CPA offers.

Can anyone offer any advice to get high traffic volume for high CPA offers?

I'm direct linking to offer page and using keywords and URLs.

Collect leads instead of send the traffic directly to the landing page. Follow up email will definitely get your maximum profit.

Sounds like a lot of effort for minimum return, is this what all PPV 'experts' are doing?
