Media buying works, but with vaping products you have an extra problem: most platforms prohibit it or limit nicotine ads, so don't expect great results. For this niche, it usually works better to go where that content is allowed. Have you considered visiting stores and leaving your products there, and getting paid when they sell?

Another strong approach is to find creators who already have an audience in that niche and offer them hybrid campaigns (paid + affiliate). If you go straight to media buying without knowing the restrictions, you'll just be paying high CPMs with no return.
