If you do a whois for the domain (depending on the registrar) via network solution for example, there is usually a button that says "make and offer for this domain" you can make an offer for the domain that way.
Where that option is not available, you can contact the owner of the domain directly.
If you do a search on google for - how do I buy an expired domain - there is a pretty good article that comes up as the first link explains in depth (that's on google.co.uk).
I've found a simple parked website with PR1 (2 years old). I've made offer for this domain, about $30.. They replied me.. What price do you think? $20 000 :lol:
