How do I trigger clicks?

I don't know if this should be the right question.
I'm trying to send flight calls. Keyword has 8k search in US. Google says top of first page bid is 0.78. I did $2.20/click, but didn't get any impression and clicks.
When I click eligible, it shows "... ad low quality rank...".
What is wrong? Bid 3.30 didn't work too.
I'm using exact match.

Your ads are probably low quality and Google doesn't want to show them. I'm assuming you're using call-only ads?

Try Bing Ads and other ad sources ... Google Ads is supposed to take your money and work for you not the take your money AND make you work. They are telling you to leave -- hit the road Jack and don't look back. Take your business elsewhere where it is appreciated.

Does your landing page match your ad content?

Does your landing page have links to your contact info, privacy policy and TOS?

Do you have enough text on your landing page? I seem to recall reading somewhere that G wants something written on landers. I may be wrong about that, or it may have changed though I doubt it.

Broad match with bad lander gets clicks. With professional one and exact match, no click at all.
I don't want to go broad, since advertiser says calls are irrelevant.
