As a designer/coder I write my own.
I would highly suggest getting creative and then hiring someone to do the handy work for you.

You could always hire a designer then hire a coder, if not someone who is capable at both.
The problem when hiring a freelancer, you need to make sure the email works on all mail clients too e.g. Mac Mail and Outlook as majority of the time they'll conflict due to certain styles not being applied as the clients can't render them.

You can use 'campaign monitor' for email marketing, they have number of templates.

You should have a look at MailChimp. It is really easy, clean, and you can check allot of stats in the dashboard.
