How can I get registered

Maybe the OP meant --what are the qualifications needed, to be accepted, to get account access?

Ah, my bad.

It's a bit more challenging these days with them. They have tightened the reigns these past few years.

You have to bring your "A" game with them. They typically want references now, proof of identity, website, etc.
 
CPA networks and Affiliate programs of a brand are not the same

MaxBounty, et al, will require a website so they can show their advertisers where you'll be promoting the offers or to demonstrate you have the current means to build, or have built, not just landers but other forms of sites including landers. More, and more, offers require approvals before the affiliate can promote. Those approvals are typically from the advertisers or by the networks approving the affiliate based on pre-arranged criteria provided by the advertisers. We aren't in 2004 anymore!

As for SEO, I don't think there is a single offer currently on MaxBounty that permits SEO as the primary traffic source. The exceptions they do have are with content sites that can prove a minimum monthly traffic with targeted demographics. These sites are not categorized as paid traffic sites or as SEO traffic sites, but rather as "established" sites with a history of targeted traffic.
 
No, I am talking about a real domain and a actual VPS or better server to host what is needed for SEM, native or other paid ads. With some working examples. So maybe we are talking about the same thing.

Otherwise, I have better things to do with my time ...
