How do I get a customer's attention to buy my product in 3 seconds I mean the term HOOK Let's say the example of a Phone Stand in the Car
 
It most US jurisdictions is illegal to hold a phone in your hand and talk or text, so you could make a hook playing on that; "Don't get busted, get this".
I don't know what the traffic laws are like in the rest of the world, if this applies in the jurisdiction that you're advertising in ...

The principles are the same for everyone. The set to complete are "hooks, angles, and triggers". Some argue that the angle come before the hook (I'm on of those). If any are faulty the rest will fail.

Hooks are the 1-3 second visual or verbal openings that stop the scroll. Angles are the core, creative approach or theme behind the message. Triggers are the psychological or environmental cues (like FOMO (fear of missing out) or pain points) that prompt user action.

I highly recommend doing some research on angles, hooks, and triggers. This will give you the insight about how our brains respond to specific stimuli. You must have this understanding to succeed in this industry.
