You need to do some research on the various forms of monetizing, select one, and build a plan around it. Then you will be able to discuss budgeting.

This highly depend on what you are intending to run, the type of offers you are intending to promote, and also many other facts. You should read a lot about how to run a proper campaign, and then you sill be able to estimate how much you could need for this. You should focus on Mobile offers, cause they involve less budget, and work well!!

I think money will never be a real issue, but the question should be to know if you feel yourself like ready to start and make it? read first and build your knowledge, then try to know how much will be necessary for you to reach your goals!!
