Scrapping a website may or may not be legal -- the following case has been going on since 2017
No final decision on yet from the US Federal (9th Circuit) Court of Appeals as of today -- I just checked Pacer for the court records of this case.
Also with regard to scrapped emails; that is a clear CAN-SPAM prohibited practice -- no discussion on that one.
