As I understand you already have an offers to promote, and you are asking about how to do this? In your case I suppose you need 2 things:
1) You need to make a choice of type of traffic source where you want to buy a traffic to your offers. It may be traffic from Adnetworks, Social media, Contextual advertising etc
2) Any ad tracking solution. They are used to track, analyze and control your media buying from any traffic sources.
