I was thinking the other...lets say you open up your own CPM affiliate network and just broker other CPM networks ads in your own. You take CPX interactive and plug their ads into your network. Lets say CPX interactive pays $0.15 per 1000 impressions and you take those ads and run them in your network and you pay out $0.10 per 1000. This way you're still making $0.05 per 1000 impressions from your publishers.

Now you might ask why someone would join your program instead of CPX interactive. Well because some people might not even know about CPX interactive and others might not be approved there.

Many of the existing CPA networks do that. They are basically the middle man and broker offers out to their affiliates and take a cut. It's pretty common practice. That's with CPA, not sure about CPM but I'm sure someone is probably doing it.
