Google announced that they have started prioritizing sites offering HTTPS (HTTP over TLS) in their page ranking algorithm ! Now secure sites will show up higher in google search results ! will it affect in seo practice ?

It will have an effect but up to a very less noticeable in SERPs. As it is all about what website has for its users rather the HTTP and HTTPs versions.
