Some of my sites had been penalized, I filled reconsideration requests for all of them, and I never got a response that was satisfactory to me. It might take up to three months to recover from a penalty depending on the severity of the penalty involved. In some cases, it may take much longer than that.

I had to wait until the recovery takes place. One of the things they always say is that their webspam team has checked the website involved, and they've found nothing which is against their guidelines. And they conclude that there may well be other reasons your site may get affected. That was all.

Was yours one of the algorithmic penalties or a manual penalty?

Yeah that's tougher because even if you do everything right you have to wait for the next update.

You are right. It can be real frustrating to find yourself in such situation, especially a website that you've been working on for quite some time.
